The company Softline jointly with Main Civil Service of Ukraine on May the 20th, 2010 has held a conference in the house of the School of High Civil Service on "Modernization of public administration: the electronic management implementation in the system of executive power".
During the event more than a hundred state employees who participated in the conference got to know the latest technologies of JSC "Softline". The part of software products of the company has been working in public authorities for more than 10 years already. Almost all presentations were interactive, and in discussing the experts asked the representatives of Softline their wishes concerning the further improvement of electronic document management system from the point of view of direct users.
Users' feedback was positive. As vividly pointed out in his speech the Deputy Director of the Center of adaptation of public service to standards of European Union of Main Civil Service of Ukraine Vladimir Dunaev ,"If we take away the electronic document and offer employees of Main Civil Service of Ukraine return to the paper system, the revolution breaks out". And it is not surprising, after all, as he said, the result from implementation of electronic document management system is impressive - speed of passage of each document increases in 6 times!
However, acceleration of processes - only one of numerous advantages of electronic information processing. A special feature of Softline company's Software, developed on its own platform Megapolis.DocNet , is an automation of processes of a collective creation and use of documents, the ability to divide tasks and supervise their implementation process (it increases the executive discipline), and even save money on supplies and stationary (for a year only in Main Civil Service of Ukraine almost 23 thousand documents published). And such problem as overcoming of communication barriers between employees of state services remained in the past.
It is interesting that in the course of implementation of electronic document management system unexpectedly for software developers, one more advantage has been revealed - the skill level of state employees has sharply grown. The participants of conference have explained this factor for two reasons. First, thanks to automation of processes the time for self-improvement and self-education was released for many employees, secondly, in itself the process of training to work with system of electronic document management is built in such a way that users develop general computer skills.
On the same day May the 20th, 2010 the head of Main Civil Service of Ukraine Timothy Motrenko has held a meeting with the journalists, devoted to a theme of modernization of the government administration. Timothy Valentinovich has told that in the future the automated system similar to those that is established in Main Civil Service of Ukraine, can be implemented in all public authorities. "Electronic documents will be transmitted from the central authorities to the Secretariat of the Cabinet of Ministers of Ukraine and back", said Mr. Motrenko.
Let's notice that Main Civil Service of Ukraine is the first public authority where the system of electronic document management which almost completely excludes paper documentation is implemented. Vice-President of JSC "Softline" Alexander Smirnov, commenting on the company's cooperation with government institutions, said: "Now we are all together doing the steps in the future. Actually today you are creating a strategy for further development of public administration, and we help you with this knowledge and experience".
The next steps in the joint work will be the implementation in the state authorities of the electronic passport of employees and personnel records management, the automation of system of electronic document storage in the state archives. Softline company's software products are in use in more than 70 government institutions now.
